This is a description of the bill from the state web site and following
is information on what the California Resources Board is doing. - Al Segalla
Global Warming Solutions Act of 2006, AB 32.
Under existing law, the State Air Resources Board (state board), the State Energy Resources Conservation and Development Commission (Energy Commission), and the California Climate Action Registry all have responsibilities with respect to the control of emissions of greenhouse gases, as defined, and the Secretary for Environmental Protection is required to coordinate emission reductions of greenhouse gases and climate change activity in state government.
This bill would require the state board to adopt regulations to require the reporting and verification of statewide greenhouse gas emissions and to monitor and enforce compliance with this program, as specified. The bill would require the state board to adopt a statewide greenhouse gas emissions limit equivalent to the statewide greenhouse gas emissions levels in 1990 to be achieved by 2020, as specified.
The bill would require the state board to adopt rules and regulations in an open public process to achieve the maximum technologically feasible and cost-effective greenhouse gas emission reductions, as specified.
The bill would authorize the state board to adopt market-based compliance mechanisms, as defined, meeting specified requirements.
The bill would require the state board to monitor compliance with and enforce any rule, regulation, order, emission limitation, emissions reduction measure, or market-based compliance mechanism adopted by the state board, pursuant to specified provisions of existing law.
The bill would authorize the state board to adopt a schedule of fees to be paid by regulated sources of greenhouse gas emissions, as specified.
Because the bill would require the state board to establish emissions limits and other requirements, the violation of which would be a crime, this bill would create a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that no reimbursement is required by this act for a specified reason.

for California. To achieve these goals, the Climate Action Team
will develop and implement emission reduction programs."

"2005 Executive Order and a 2004 ARB regulation to reduce passenger car GHG emissions. These efforts aim at reducing GHG emissions to 1990 levels by 2020 - a reduction of about 25 percent, and then an 80 percent reduction below 1990 levels by 2050. The main strategies for making these reductions are outlined in the Scoping Plan."
The California Air Resources Board had a meeting on June 26,
2008 where they unveiled their "Climate Change Draft Scoping

slides. Watch all parts to understand how these people think,
their attitude about how they are to serve us, what kind of
information they are listening to, how the information is
presented to support their goals & expectations, & exactly
what's coming to California. Notice how the only presentations
given (placed on the agenda) are presentations they want to
hear, how meetings & discussion are skewed & limited to justify
their goal of imposing more legislation, controls, fees, taxes,
fines, etc.

There is no opposing position given. They believe they "have no choice legally or morally" than to impose their unfounded beliefs upon us.
Example: the first presentation, "Estimating the Direct Health
Effects of Temperature and Heat Waves in California" is about
how more people die due to heat which to me, is mundane & a
poor attempt to justify the myth & fear of global warming. Of
course, people die during heat waves, that's been happening as
long as there have been people. And of course the number of
deaths are increasing - there are more people! and a larger
portion of the population, more than ever in the past, are out
of shape baby boomers with hypertension, diabetes, etc. But
according to these guys, they're all dying because the world is
too hot.
The 3rd presentation is "Climate Change Impacts of Non-Kyoto
Greenhouse Gases".
Note 1: the presenter states that California already has lower
emissions per capita per GDP than most other states in the U.
S. I guess that's not good enough to keep them out of our
lives & our wallets.
Note 2: Listen to what he's saying beginning around 49:45. If
CO eventually increases ozone, isn't that a good thing?
Weren't we all previously supposed to be worried about ozone
layer depletion?
First it was the ice age, then it was ozone depletion, now it's
global warming. Well, I know one thing, despite all the
promulgated climatic catastrophes that for sure were going to
end my existence, I'm still here. What no one is addressing is
the real threat to humanity - killing each other, aka: WAR! as
well as Nuclear Radiation, & man-made viruses & diseases that
"leak" out into society. All these things are put forth by
governments, NOT by The People that governments so
anxiously want to control, while exercising little control over
themselves.

Page 41 of the plan speaks about a carbon tax on water. Let me repeat that very clearly for you:
A CARBON TAX ON WATER!
What's wrong with that? Well for one thing, THERE IS NO CARBON IN WATER!!!! IT'S MADE OF 2 HYDROGEN MOLECULES & 1 OXYGEN MOLECULE. So where's the carbon they're taxing?
Second, the State of California currently does not have a tax
on food because food is essential to life. If you don't eat,
you will die, which means you will not be a productive member
of society that they can tax. People can live longer without
eating food than they can without water. Water is more
essential to life than food.
