Roger,
Thank you for the great work you have done in helping to draft the water element. There has been good collaboration and many worthwhile ideas have been expressed. This has been quite a learning experience for me.
One of the concerns CCTA has with an extensive general plan for our county is the potential for future regulatory abuse.
Over the last several years, the property owners have suffered several proposed bans on the use of their property which required large "stake holder" meetings to attempt to mitigate the special interpretations of the zoning code.
The CCTA Board of Directors at its meeting of December 10, 2008 has approved the addition of the following language in the water element:
"All goals in this element shall be consistent with the US and State constitutions and be protective of the liberty, water rights and individual property rights of all citizens of Calaveras county."
